Electronics Technology Parks-Kerala (TECHNOPARK), a Society fully owned by the Government of Kerala Technopark is seeking a qualified and experienced Chief Security Officer to lead and manage the security operations across its campuses.

Job Description:

  • Develop, enforce, and continuously update comprehensive physical security policies and procedures in alignment with legal and regulatory frameworks, establishing Technopark security standards and protocols across all Technopark Campuses

  • Oversee the operation of CCTV surveillance, boom barriers, turnstile systems, access control, intrusion alarms, and emergency communication systems, including walkie-talkies.

  • Conduct regular physical security audits and risk assessments to identify vulnerabilities and implement proactive risk mitigation strategies based on evolving threats and intelligence.

  • Manage daily operations of the physical security team, maintaining continuous vigilance and high alertness levels, leading investigations into security incidents, and ensuring corrective actions with detailed reporting.

  • Recruit, train, supervise, and evaluate in-house and contract security personnel; ensure readiness of the Quick Reaction Team (QRT) through ongoing training and drills, while enforcing discipline and proper duty rotation compliant with labor laws.

  • Ensure strict compliance with national, regional, and industry-specific security regulations, including SEZ rules for Phase 3 and Kollam campuses; prepare regular reports on operations, incidents, and compliance; act as liaison with law enforcement and emergency services.

  • Develop and test emergency response plans including lockdown evacuation and natural disaster protocols.

  • Lead incident investigations, reporting and take corrective actions, maintain detailed incident logs and ensure timely resolution of breaches

  • Cultivate and maintain intelligence networks with administrative authorities, police, media, and local communities to gather timely, actionable security insights; collaborate with internal departments, tenants, vendors, and external agencies to align security goals and share best practices.

  • Develop, implement, and routinely update crisis and emergency response plans including lockdown, evacuation, and disaster protocols to guarantee operational resilience and business continuity, lead incident response and recovery efforts during emergencies.

  • Oversee Security Control Room operations, ensuring 24/7 monitoring through CCTV, surveillance, and communication systems. Monitor and track security guard activities using the Guard Tour System (GTS).

  • Administer visitor management systems with strict access control protocols, issuing identification cards and temporary passes only after verifying Police Clearance Certificates (PCC) or relevant approvals to prevent unauthorized entry.

  • Manage controlled access and physical security of all campus buildings, supervise entry/exit points, and coordinate traffic and parking arrangements to maintain safety and order within the campuses.

  • Oversee third-party security service providers to ensure contract compliance, proper manpower supply, and adherence to terms on salaries, uniforms, working hours, and discipline, conduct performance evaluations and surprise inspections especially at nights regularly.

  • Organize and deliver comprehensive security training programs, including quarterly sessions on fire safety, first aid, firefighting, and emergency drills to enhance personnel preparedness and effectiveness.

  • Conduct regular perimeter patrols and estate surveillance to detect and report breaches, encroachments, trespassing, and unauthorized activities support land acquisition surveys, eviction processes, and encroachment controls as and when required.

  • Ensure protection of Technopark’s physical assets from theft, damage, and fire through proactive security measures and monitor inflammable material storage areas in coordination with relevant departments.

  • Issue security directives, maintain daily incident logs and key custody registers, and disseminate security communications to all relevant employees and stakeholders.

  • Arrange convoy and security protocols during Hartal/Bandh events; liaise with police, SISFs, fire services, Intelligence Bureau, excise officials, KEXCON office, and administrative, HR, and security personnel of tenant companies to ensure cohesive and effective security operations across all campuses.

Terms of Appointment

  • Period of contract: 5 years – (1 year probation). Extendable based on mutual consent

  • Remuneration: Scale of pay - Rs 55350-1350-59400-1500-65400-1650-72000-1800-81000-2000-97000-2200-101400 (Pre-revised) 

  • The selected candidate will also get DA, HRA and CCA at State government rates. Other perks as per the norms of Technopark

Preferred Skills

Qualification, Skills & Experience

  • Candidate should have a minimum of 15 years of service as a commissioned officer in the Indian Army, with a rank not below Lieutenant Colonel.

  • Excellent Leadership and team management skills, with the ability to effectively supervise and motivate a diverse security team

  • Strong communication and interpersonal skills, with the ability to engage with employees at all levels of the organization and external stakeholders.

  • Expertise in risk management, incident response, and regulatory compliance.

  • Technical proficiency in modern security systems and tools.

  • Proven ability to handle sensitive and confidential information with utmost discretion.

  • Flexibility to work outside regular office hours

  • Excellent communication and stakeholder engagement skills.

  • Certifications such as CPP (Certified Protection Professional) or PSP (Physical Security Professional), or equivalent (Preferable).

  • Proven track record in managing security operations of large campuses, industrial zones, or government installations, technology parks, or critical infrastructure. (Preferable)

  • The present position is at the office of Technopark, Thiruvananthapuram; however, Technopark reserves the right to post the candidate in any other offices or projects of Technopark within the state of Kerala or any other IT Parks under the department of Information Technology, Government of Kerala, if required.
